Our Mission
UNMANIFESTED exists to bring every resident into the conversation — and to help public agencies turn what they hear into action.
Our mission
Our mission is simple to state and demanding to fulfill: make it possible for every American — regardless of age, language, income, or zip code — to be heard by the institutions that serve them, and make it practical for those institutions to listen.
We believe technology, thoughtfully designed, can be a bridge rather than a barrier. A phone in a pocket can become a seat at the table. An AI helper can translate bureaucracy into plain words. Data, honestly gathered, can show a community its own voice reflected back.
We measure ourselves against that mission, not against activity. A thousand survey responses mean little if they change nothing; a hundred honest conversations that reshape a program mean a great deal.

Three values that guide everything we do
Every voice matters. From a teenager to an 80-year-old grandparent, from a new arrival to a lifelong resident — participation is a right, not a privilege of the well-connected. We design for the person who has been left out, and the rest follows.
Participation is a right. Being heard by your government shouldn't require free afternoons, fluent English, or digital confidence. We treat accessibility as the starting point, not a feature to add later.
From listening to action. Engagement that ends in a report changes nothing. Every program we design feeds decisions, budgets, and services — and we stay to make sure the loop closes.

Our theory of change
Change begins with reach: meeting residents on their phones, in their languages, on their time. Reach produces voice: honest input from people traditional processes never hear. Voice, organized and delivered to decision-makers, produces action: programs shaped by the communities they serve.
Action produces proof: participation rises, equity gaps narrow, satisfaction grows. And proof produces trust — which brings more voices next time. Each cycle strengthens the next. That compounding loop is the change we're working toward.
We don't claim this happens overnight. Trust is built program by program, neighborhood by neighborhood. Our role is to make each cycle easier than the last, until inclusive engagement is simply how public work gets done.
What change are you trying to create?
A public sector where every community engagement reaches the whole community — not just the usual attendees — and where resident input visibly shapes programs, budgets, and services.
How do you measure mission success?
By participation breadth (who takes part, not just how many), by equity (are underserved groups represented?), and by action (did input change a decision?). We report all three honestly, including where we fall short.
Do you work outside the US?
Not currently. Our work is focused entirely on American communities and US government grants at the local, state, and federal level.
Every community deserves to be heard.
Whether you're exploring a grant, planning a program, or simply curious — we'd love to hear what your residents need.
